1.
INTRODUCTION
1.1
Introduction
In KARI AITC(Assembly, Integration and Test Center), for the acoustic test, the high intensity
acoustic chamber is operated and can generate the noise of 150dB OVSAL.
This acoustic chamber uses the low frequency source(WAS-3000) and high frequency source
(EPT 200) to generate the acoustic noise. The purpose of this project is to change the vibro-
acoustic source of high frequency band(EPT 200) as new acoustic modulator of the better
performance.
1.2
Scope
This RFP document describes al requirements related to the contract for Vibro-acoustic
modulator and also explains the procedures to be undertaken by Bidder seeking to respond this
RFP. This RFP consists of fol owing sections.

Bid Instruction
2.1
Qualification of Bidders
2.1.1 Bidders shal have knowledge and at least five (5) years of experience in designing,
manufacturing and delivery of vibration reduction system (
Vibro-acoustic modulator).
Bidders should submit official document showing of sales and instal ation records for
high frequency acoustic source and acoustic chamber facilities.

2.1.2 The qualifying statement for the requirements and supporting materials shal be
provided in the Proposal. Additional qualifying evidence may be requested to Bidders
during the evaluation.
2.2
Submittal of Proposal
2.2.1
Proposal Documents
The fol owing information as required for KARI’s evaluation shal be included in the Bidder’s
Proposal.
1) Chapter 1: Executive summary of proposal
2) Chapter 2: Management Proposal
3) Chapter 3: Technical Proposal (refer to Appendix D)
4) Chapter 4: Terms and Conditions Proposal (with Statement of Non-Compliance Table)
5) Chapter 5: Price Proposal (to be submitted in a separate sealed envelope)
- Price proposal should be a price break down
6) Chapter 6: Any other documents (Manufacturer and Supplier’s Certificate)
Bidder shal submit Proposal in the same sequence above. If Proposals provided by Bidders are
not in the order, the Proposal might be disregarded for effective evaluation.
2.2.2
Number of Copies
One (1) original and five (5) copies of the Proposal shal be submitted. CD-ROM disks
(Preferably in PDF format) containing the text of the Proposal shal be additional y submitted
from which the price proposal shal be excluded. In case of any discrepancies between the
Proposal and CD-ROM version, the original version shal prevail.
2.2.3
Bid Closing Date
The closing time for the Proposal is January 4, 2011, 15:00 Korean Local Time. If any part of
the Proposal as required under this RFP is submitted after the stipulated closing time, the entire
Proposal wil be deemed late. KARI in its absolute discretion may exclude any late Proposal
from further consideration.

Statement of Compliance
Bidder shal submit any “non-compliance” with or “deviations” from the requirements of this RFP
including “Terms and Conditions” in the form as presented in Appendix B.
The non-compliance table shal list in numerical order, every paragraph and sub-paragraph of
the RFP.

Bidder shal specify in the Proposal Volume 1 Executive Summary its points of contact for KARI
to communicate in connection with the RFP, Proposal and the subsequent evaluation.
Bidder’s information on the points of contact shal include the name, title/position, telephone
number. E-mail address, and Fax number.
2.3
Bidding Schedule
The fol owing schedule is a tentative milestone for the eventual Contract and may be changed
at KARI’s sole discretion:

2.4 Validity of Proposal
The Proposal shal be valid for one (1) year from the Bid Closing Date.
2.5 Bid Bond
The Bid Bond is a critical requirement by Korean government regulation. Therefore, the
Proposal without Bid Bond wil be dropt out in the bidding.
2.5.1
Amount of Bid Bond
Bidder shal establish a bid bond in favor of KARI not later than the Bid Closing Date and submit
the bond to KARI along with its Proposal. The total amount of the Bid Bond shal be at least five
(5) percent of the total bidding price. The bond shal remain valid until one (1) year after the bid
closing date and if the Bid validity is extended, the Bid Bond shal also be extended accordingly.
2.5.2
Bid Bond Establishment Method
The Bid Bond shal be issued by first class international bank in the form of an irrevocable letter
of credit and advised through “Woori Bank” (Daejeon Branch at 1495 Dunsan-dong, Seo-gu,
Daejeon, Korea, Tel:+82-42-488-9704, Ext.320/ Fax:+82-42-488-8913). The bond shal be

available by KARI’s draft at sight drawn on the bank, accompanied by the statement of KARI
stating that Bidder has refused to enter into a contract with the terms and conditions in the
proposal as amended, if any, that Bidder has hindered the fair bidding by fraud or
mispresentation, or that Bidder has withdrawn its Proposal after the Bid Closing Date.
2.5.3
Bid Bond Return
All of the Bid Bonds will be released promptly at the time of contract award by KARI
without interest.
2.6
Questions and Modifications
2.6.1
Any questions as to the intent and clarity of the RFP may be asked to KARI’s point of
contact as specified in Article 2.2.6 by email, fax or letter no later than ten (10) days
before the Bid Closing Date. After the Bid Closing Date, Bidder shal not amend, Modify,
or supplement the Proposal, or submit any other documents to KARI, except with
KARI’s written request.
2.6.2
KARI may ask each Bidder in writing for clarifications, amendments, revisions, or
supplementation of the Proposal and any other documents submitted by Bidder at
any time before the execution of the Contract. KARI may also ask each Bidder to
submit and supply additional information or documents for evaluation of the
Proposal.
2.7
Non Contractual Obligation
2.7.1
This RFP shal not be interpreted as an offer for a contract or any type of guarantee by
KARI. It is KARI’s sole discretion whether or not to al ow the award to any Bidder. KARI
owes no responsibility or obligation to select the Contractor among Bidders.
2.7.2
This solicitation for the Proposal shal neither be construed to create an obligation on
KARI to enter into a contractual instrument, nor shal it serve as a basis for any claim for
reimbursement of costs for the effort to prepare, submit, amend, revise or supplement
the Proposal, and other related documents expended by Bidder regardless of whether
or not Bidder is successful in receiving an award as a result of the solicitation.

2.8
Acceptance/Rejection of Bids
KARI reserves the right to accept or reject any Bidding, and to amend the Bidding process
and reject all Bidding at any time prior to the award of the Contract without thereby
incurring any liability to the affected Bidder(s), nor is KARI under any obligation to inform
the affected Bidder(s) of the ground for its action.
2.9
Selection of Successful Bidder
2.9.1
Proposal submitted by Bidders wil be evaluated based on evaluation process.
2.9.2
The Successful Bidder wil be selected by the evaluation committee among the Bidders
after the evaluation of the Proposals. any Bidders shal not raise any objection regarding
the proposal evaluation committee’s decision thereupon.
2.9.3
If KARI and the Successful Bidder fail to agree on the terms and conditions for the
eventual Contract, KARI may terminate the contract negotiation with the bidder without
any responsibility or obligation and proceed to have a re-biding.
2.10
Contract
The Contract will be effective subject to the KARI’s approval thereof. The Draft Terms and
Conditions as attached in Appendix A. is the baseline requirement for the Contract
negotiation with the Successful Bidder, and will be the basis of the Contract.
2.11
Language
The Proposal and any documents submitted to KARI under the RFP and communication
and the Contract language shall be in English.
2.12
Certificate and Government Approvals
Bidder shall receive the government approval and certificates (e.g. export licenses) in
relevant countries, necessary for Bidder’s work for the RFP.

2.13
Confidentiality
There shal be no news release, public announcements, denials or confirmation in connection
with this RFP or Contract award without the prior written approval of KARI. Al documentation
submitted in response to this RFP shal be marked “COMMERCIALS-IN-CONFIDENCE” on the
first page of each document. Al elements of the RFP shal be kept confidential, and shal not be
intentional y disclosed by Bidder to any Third Party.
2.14
Withdrawal of Proposal
Bidder may withdraw its Proposal at any time before the Bid Closing Date. Withdrawal shal be
made in writing, and shal be received by KARI before the Bid Closing Date.
2.15
Property of Proposal
Al documents submitted in response to the RFP shal become the property of KARI and wil be
retained by KARI.
2.16
Expenses
Expenses incurred by Bidder in connection with the preparation, submittal, and any subsequent
clarification or negotiation activities are for its own account and wil not be reimbursed by KARI.
2.17
Governing Law
This RFP and the Contract shal be construed in accordance with and governed by the laws of
the Republic of Korea.
2.18
Arbitration
Any disputes in relation to, and under the RFP and the Contract shal be resolved through
arbitration in Seoul, Korea under the Rules of the Korean Commercial Arbitration Board.

KARI acoustic chamber employ the two horns which have cutoff frequencies of 25Hz
and 125Hz are employed for acoustic impedance matching. Two type of modulators
are used to generate the sound. One is the WAS-3000 which is used at 25Hz horns.
The other is EPT 200 which is used at 125 Hz. Figure 2 shows the acoustic noise
sources of KARI.

The purpose of this project is to change the vibro-acoustic source of high frequency
band(EPT 200) as new acoustic modulator of the better performance.
2.1 Acoustic electro-pneumatic noise source
2.2 Acoustic power output : 10 kW
2.3 Air flow rate for 10kW : 1,500 scfm
2.4 Air pressure required at exhaust plenum housing : 30 psi
2.5 Frequency response : 20 to 5000Hz (Maximum modulation up to 1250Hz)
2.6 Drive circuit maximum current : 60 amp rms(sine), 40 amps rms (random)
2.7 Generate spectrum defined as an overal -SPL from 113dB to over 160dB at KARI
acoustic chamber(Frequency range : 315Hz ~ 10kHz)
2.8 To show the capability of acoustic modulator, the supplied acoustic source shal
have the more acoustic power than EPT 200 and submit the measurement results
such as below(Frequency range : 315Hz ~ 2kHz)

Appendix D.
Warranty, Maintenance and Other Requirements
1.
Warranty
1.1 The system shal be warranted for duration of 2 years from the date of final
acceptance on the site against any operational faults. The date of acceptance is
the date when the whole system is completely instal ed and its function is
approved perfect in a written format by KARI or its representative.
1.2 The warranty covers the replacement of faulty parts, the labor required for repair,
traveling cost, and al necessary costs.
1.3 The contractor or A/S teams in a foreign country shal submit the written plan for
repair within 4 days while the contractor or A/S teams in Korea shal do it within 3
days after the receipt of the notification of fault. The contractor or A/S teams in a
foreign country shal completely finish the repair within 2 weeks after receipt of the
notification of fault while the contractor or A/S teams in Korea shal do it within 1
week.
1.4 To meet these requirements, the contractor shal propose a detailed plan for the
prompt repair in the proposal. The detailed information (location, number of crews,
resume, phone and FAX numbers, etc.) of the A/S teams (in Korea and foreign
countries) shal be shown in the proposal and shal be approved by KARI.
2.
Maintenance
2.1 General Rules
Al parts requiring reconditioning or maintenance shal be easily accessible.
Their instal ation and removal shal be easy : i.e.
- the instal ation and removal shal be possible with standard tooling or provided
specific handling tooling,
- visual checks shal not be obstructed (lighting shal be provided if required),

- Removal shal be performed in perfect safety (electric shocks, high voltage, water
pressure, compressed air, etc.)
Al the parts shal be visibly identified. Unless there is a particular reason, the part used
in the subassemblies shal b standard and available at the various manufacturers for a
duration of 10 years.
A maintenance note shal be included in the documentation by using the friendly
explanation with reference to schematic diagrams, drawings or photographs :
- A maintenance schedule and guide providing detailed instructions of disassembly,
adjustment and calibration of the units, with a list of the tools necessary for carrying
out these operations.
- A trouble shooting guide listing the main failures for the various systems and units.
2.2 Spare parts
The contractor shal be responsible for providing the spare parts required to maintain
the whole system for a period of 10 years. The contractor shal update the list of spare
parts in the event of modifications.
The contractor shal draw up a list of mandatory spare parts (due to long lead time,
redundancy, safety, etc.) and a list of optional spare parts with their failure frequency
records.
The contractor shal be responsible for answering immediately the operational and
maintenance questions which KARI brings in by FAX or telephone cal s until the
system is dismantled by KARI. General description

Format of Proposal
The proposal shal consist of 10 Work Packages (WP).

The bidder shal present 6 copies of the proposal. A4 or letter size paper shal be used.
The bidder is requested to strictly follow the following illustrated format (tabular
form). This is very important to compare and evaluate different bidders
’ proposal.
Consequently, disregard for this rule may end up with disqualification. Also, wel -
prepared and wel -organized proposal wil be highly appreciated and evaluated. The
landscape orientation wil be acceptable for tables. The suggested contents in each
WP are minimum requirements and works for reminiscences. Ambiguous expression
wil act adversely to the bidder.
Note : The prices which are used in the proposal to calculate the final total and
breakdown prices shal be distinguished from the other prices (e.g. optional y
suggested parts by the bidder or KARI, . . . ) by marking a.p. (applied price) after the
prices. In other words, the sum of a.p. shal be the final total price proposed in the
proposal.

Concise and clear expression is required. A long sentence should be broken down into
several sentences. Detailed block diagrams, figures and photos are recommended for
